Mr. Lewin Epstein, who until recently was in charge of the Hias activities in Europe, is proceeding to Palestine in order to found an organization which will arrange for the settlement in Palestine of immigrants now stranded in various parts of Europe. This organization will aim to influence American Jews to finance the settlement in Palestine of their relatives who are unable to proceed to the United States on account of the stringent immigration laws.

This plan has been promoted by Jacob Massel for the last two years and has been approved by the Zionist Organization, the Hias and its European representatives, the Palestine Office in Warsaw and the Vaad Leurni of Palestine.
