A new commercia policy for the British Empire, involving the formation of a worldwide merger of the British Dominions to bargain with other countries, including the United States, is proposed by Sir Alfred Mond in a statement published here.

Sir Alfred advocates organizing the Empire as a self-contained fiscal unit with one general tariff against non-Empire goods and a central organization to arrange amalgamations and fix quotas of production. He says there is now no united front either in theory or in practice and that each Empire unit is consequently liable to get only the minimum benefit from its resources and efforts.

Sir Alfred said that his plan would give the British Empire “such trade as no other unit in the world could hope to achieve”
