The full program of the sessions of the Fifteenth Zionist Congress which will be opened in Basle on August 30, was made public here by the Zionist Executive.
According to the program, the deliberations will be opened on Tuesday morning by Dr. Chaim Weizmann, president of the World Zionist Organization, who will deliver his opening address. He will be followed by Nahum Sokolow, chairman of the Zionist Executive and by Martin Buber, well known German Jewish writer, with a eulogy on Achad Ha’am, late Hebrew philosopher and founder of the school in Zionism known as Achad Ha-amism. On Wednesday, the delegates to the Congress will hear the report of the Zionist Executive and statements of policy by Dr. Weizmann and Nahum Sokolow. The general debate will follow.
On Wednesday evening the session will be devoted to the election of the political, colonization, budget, organization, education, immigration, finance and resolution committees. No plenary session will be held on Thursday. Instead, a public gathering will be held Thursday morning in commemoration of the first Zionist Congress in 1897 held in Basle where the Zionist Organization was founded by Dr. Theodor Herzl. In the afternoon members of the Zionist Executive will report to the various commissions.
The general debate will be concluded on Friday, Sept. 2. No session will be held on Saturday in deference of the Sabbath. A session will take place in the evening. This session will be devoted to the election of a new executive. This point on the agenda represents a departure from the practice at previous Congresses where the Executive elections took place at the final session. On Sunday no plenary session will be held but the committees will be at work.
Dr. Arthur Ruppin will submit a report on “The Problems of Palestine Upbuilding” at the Monday session. At his session M. M. Ussishkin will submit a “report on the activities of the Jewish National Fund and Dr. Arthur Hantke on the activities of the Keren Hayesod. On that day the proposals of the budget commission will also be submitted and discussed. On Tuesday, Sept. 6, the proposals of the political commission will be submitted. On Wednesday the proposals of the education, immigration and colonization committees will be heard. The organization and finance commissions will present their proposals on Thursday and on Friday, Sept. 9, the concluding session will be held. At this session, the General Council, known as the Actions Committee, will be elected.
