Chief Rabbis Dr. Mathias Eisler, Dr. Josef Fischer and Dr. Hillel Kohn, representing the three Central organizations of the Jews of Transylvania, have issued a proclamation which says:

In the tenth peace year of Roumania, the Government has permitted the holding of a Congress whose programme was directed towards the oppression of the National Minorities. At the same time that the Government flattered the students in the belief that they were all powerful, it neglected to take precautions for safeguarding public order. That is how it came about that the most terrible vandalism was committed under the eyes of the police and the military authorities without any attempt being made to prevent it. These tragic events are the logical results of a system. Thousands of leaflets inciting to murder and robbery and the preaching of enmity in the lectures of the university professors poisoned the souls of the students. There are hardly any Jewish students left at the universities and those who are still tolerated there are prevented by terrorism from doing their work.

This system reduced the Jewish students to the position of second-class citizens who stand outside the law and have no right of redress. The fruits of this system are sacrilege, the desecration of the Houses of God, the destruction of private property, and the insecurity of life of the Jewish population.

Before God and the world, we raise our voices in protest against the desecration of the holinesses of our faith and the systematic persecution of the Jews. We demand the exemplary punishment of the instigators of the anti-Jewish manifestations. We demand the realization of the religious, cultural, economic rights guaranteed to us in the Constitution.

The body of Nathan J. Miller, of New York, who died recently in Paris was brought here by the S. S. France which arrived here yesterday. Funeral services, which will be private, will be held on Friday at Woodlawn Cemetery. Rabbi H. G. Enelow, of Congregation Emanu-El, will officiate, and only members of the family will be present.
