Frederick Palmer, British expert on harbor construction, who will act as the consulting engineer of the Palestine Government in the Haifa Harbor Works, has arrived here and is now on the spot for the beginning of the works. He was received by Colonel Holmes, the General Manager of the Palestine Railways.

Mr. Palmer, who is the consulting engineer of the Colonial Office and has been Chief Engineer of the Port of London Authority, visited Palestine in 1923 and after examining the situation drew up the “Report of the Provision of Harbor Facilities in Palestine,” on which the building of the Haifa Harbor is being based. It contained a definite plan for a harbor at Haifa to be constructed at a cost of $1,000,000, which is the plan now to be carried out under the Palestine Loan.
