The Second Industrial Conference on Emigration and Immigration will open its sessions here today with the participation of the United States Government. Health, passport and transportation problems are to be considered.
Included on the agenda are questions of the transport and protection of emigrants; adoption of measures in order to adapt emigration to the labor necessities of immigration services.
Limitation of immigration only for the purpose of protecting the home labor market, and not to be applied to the members of the immigrant’s family will be discussed by the representative from Poland. Stipulation of a reasonable delay, before the statutory measures adopted by an immigration country in order to prevent or limit immigration, are to be enforced will also be taken up by the Polish representative.
Other subjects to be presented are: Patronage institutions for immigrants and official acknowledgement of private organizations for the protection of the emigrated by Belgium and Cuba. Schools for the immigrated, by Cuba’s representative.
General principles of an International code of Immigration (Cuba); international definition of the transmigrator by the Free City of Danzig; control of foreign workers frequently travelling from their residence to a neighboring country for trade purposes, (France); mutual acknowledgement of the right of Consular Agents to represent citizens of their country when absent citizens of their country when absent, in matters referring to successions and claims for damages in case of accidents, (Finland); inquiry about changes in the emigrant’s family in a foreign country, (Italy); efficient equality of foreign workers legally residing on the territory of a country with the workers of that country as far as labor conditions, the application of labor protection and social insurance laws are concerned, (Poland); application to foreign workers legally established in the colonies, protectorates or possessions of a country, of the legislation applied to the citizens of that country, referring to labor protection and social insurance, (Poland).
Measures to be adopted in order to secure the benefits of social insurance to workers successively residing in different countries will be presented by Italy.
