The situation of the Jewish population in Dagestan, will be investigated by a commission appointed by the Soviet Government.
The investigation was ordered as a result of a report by M. Larin, declaring that anti-Semitic practices of the authorities in the district placed the Jewish population under deplorable circumstances. Land is to be assigned for the settlement of Jews of the district.

I read Mr. Jacob Fishman’s answer to my statement on the Tulin incident in your issue of July 6th. I regret to say that the facts remain exactly as stated in my July 5th telegram to you. I wish to emphasize but one fact. It was Fishman who deliberately broadcast the report after having first violated a confidence. I discussed the Tulin matter with no one until Weisgal and Shapiro who had been apprised by Fishman and who repeated to me Fishman’s distorted account of my conversation with him had come to me. I requested these men most earnestly not to circulate the report any further. They chose to do otherwise.
