The right to approach the League of Nations on questions pertaining to the interpretation or violation of the clauses of the national minorities treaties was demanded in the memorandum submitted to the Secretary General of the League of Nations by Lucien Wolf on behalf of the Joint Foreign Committee of the Anglo-Jewish Association and the Board of Jewish Deputies.
The memorandum asked that national organizations be granted the same right as international organizations. This has specific reference to Jewish committees as they are in a sense local and national as belonging to the country where they function.
The memorandum objects to the present limitation of scope in petitions on behalf of minorities. Under the present procedure, the petition must deal with infractions arising out of oppressive actions. The memorandum suggests that such petitions may also deal with the interpretation or the development of execution policies in regard to the minorities treaties.
