Both houses of Congress have adopted a bill to elevate Lieut Commander Edward Elsberg of the United States Navy, stationed at Westfield, to the rank of Commander. The appointment is made in recognition of his heroism during the rescue work several years ago of the two American submarines S-51 and S-54. The bill now awaits the signature of President Coolidge.
