Rabbi Rubinstein, member of the Polish Senate and leader of the Mizrachi, Orthodox Zionist organization in Poland, was approved as Chief Rabbi of Vilna by the Minister of Religions.

The candidacy of Rabbi Rubinstein was strongly contested by the Agudath Israel, orthodox world organization, which contended that the Jewish population of Vilna recognizes as its Chief Rabbi, Rabbi Grodzenski, president of the Vilna Beth Din, Jewish religious court.
