The recent emergency ordinance authorizing the High Commissioner to appoint special commissioners in place of the municipal authorities is aimed at Safed where local authority has broken down since the disturbances. The measure, which formed a part of the larger municipalities ordinance, conferred greater powers on the local authorities, but in view of the disturbed conditions the larger ordinance has not been promulgated while the restrictive section has been made effective.
