The central fund for reconstruction of the destroyed Jewish colonies and for the relief of the victims will begin functioning tomorrow under the manager-ship of Charles. Passman, formerly general manager of the American Zion Commonwealth. All monies will be handed over to the reconstruction fund, which will make loans through the existing banks.
