For the first time in its history, Hebron, the city of patriarchs, is without Jews, declares a second memorandum from the Hebron survivors to High Commissioner Chancellor, complaining that the government has discontinued its relief for the refugees. The memorandum describes the hardships of dozens of orphans, widows, wounded and aged, and protests that the murderers, agitators and looters have gone scot-free and demands that the government reconstruct the devastated city. The memorandum is signed by Rabbis Frankel, Slonim, Dworitz and others.
