The Lebanon government did not grant visas to a group of Beirut Arabs who wanted to participate in the Palestine Arab labor conference at Haifa, because the Lebanese authorities maintained that the conference, in addition to seeking to strengthen Pan-Arabism advanced a Communist plot.
