Ten major Jewish youth movements in Detroit, including Avukah, Young Judaea, Jewish Centers Association, Menorah, A. Z. A., Young Israel, Mizrachi Hazoir, Zionist Youth League, and others, following a series of conferences formed a council to coordinate cultural activities and to interest the youth in Jewish educational efforts and movements.

The Youth Council plans the immediate inauguration of a city-wide cultural program, including the formation of an open forum for the sponsoring of a series of lectures. Inter-organizational public debates are planned in the program.
