The children of non-working-class elements are not to be expelled from the public schools, the Sovnarkom, Soviet government cabinet, decided, in issuing instructions to reinstate all pupils who had been expelled because of their social status. The Sovnarkom also prohibited teachers, schools and organizations from distinguishing between children of the working and non-working elements while attending school.
The instructions read “any school or teacher or pupil organization discriminating against children of non-workers will be considered as not acting in accordance with the aim to reeducate youth in the Communist spirit.”
