At a meeting of the entire military garrison at Tula it was decided to boycott all soldiers of the Red Army there who are spreading anti-Semitism. Such soldiers will be expelled from the Red Army and notice of the action will be sent to their homes and orders given to exclude them from the village collectives and the town professional unions.
These strong measures have been adopted in view of the marked growth of anti-Semitism among the soldiers at Tula. It is hoped that the measures taken will prevent a recurrence of the anti-Semitism.
