Following his confirmation by the Senate as United States minister to Albania, Herman Bernstein arrived here and was administered the oath of office at the State Department, which officially constitutes him American envoy to Albania. He is expected to leave for his post shortly. Mr. Bernstein conferred yesterday for a while with the acting-secretary of state.
