During a debate in the Senate on the government budget, the Finance Minister stated that while he sympathizes with the complaints of the Jewish parliament members against the high taxation of Jewish merchants, he doesn’t believe that the merchants should employ revolutionary methods, such as closing their shops, even though the situation is bad. Those who incite to such methods, said the Minister, can only call forth anarchy in the country.

Though the preliminary budget was adopted, the Jewish senators, following the example of their colleagues in the Sejm, refrained from voting.
