Tribute to “that very remarkable man,” Salmon Levinson of Chicago, generally credited with being the father of the idea to renounce war by treaties, an idea now incorporated in the Kellogg Peace Pact, was paid yesterday by James L. Garvin, editor of the “Observer,” in an article on the Naval Conference.
