Individual Jewish artisans who are not working in cooperatives should be supplied with raw material on the same basis with those who are working in cooperatives providing they form associations, the Soviet cabinet decided today. The associations are necessary because the government cannot deal with each artisan individually and hence the association will receive the raw material for all of its members. The decision, which will become effective in a month, is a great relief to thousands of artisans hitherto unable to obtain raw material.
