The Senate, following prior favorable action in the House yesterday, passed the bill authorizing naturalization of aliens, who were subjects of neutral powers, even though they pleaded exemption from the draft on the ground of their alien status and withdrew their declarations of intention for this purpose; aliens claiming such exemption who were subjects of belligerent powers still remain under the ban. The bill passed the Senate yesterday and will become a law upon the President’s signature.
