Official quarters in India are expecting the announcement of the new Viceroy designate some time early in November and the selection of Sir Herbert Samuel, former High Commissioner of Palestine, is now considered most likely, the correspondent of the Morning Post in Simla reports. This is the latest of a series of rumors that Sir Herbert would succeed Lord Irwin as Viceroy of India.
Practically every British correspondent in India has at some time or other in the last three months cabled his paper confirmation of the unofficial reports that Sir Herbert would be the next Viceroy. The reports first became current in July when it was learned that Premier MacDonald had sounded out Sir Herbert regarding his acceptance of the post. The Daily Herald, organ of the Labor Party, also announced that Samuel was being seriously considered. Many years ago Sir Herbert was aide-de-camp to the Viceroy.
