Immigration restrictions modeled on the quota system of the United States are now being planned in Cuba. A bill to establish a quota for immigrants has already been adopted by the Cuban House of Representatives, although its adoption by the Senate is still regarded as doubtful.
El Pais, powerful Havana daily, in an editorial in a recent issue, states that immigrants, mostly from Eastern and Central Europe, have recently been flooding Cuba, competing with the natives in industry and trade and spreading “Red” propaganda among the Cuban workers. Because of the present economic crisis in Cuba, says the paper, immediate steps should be taken by Congress to make drastic cuts in immigration.
