Elsa Braver, a victim of the Numerus Clausus Law in Hungary, has brought an action against Deputy Stephan Haller, former Minister of Education, who introduced the Numerus Clausus during his term of office.
Miss Braver, it is explained, matriculated with honours, and applied for admission to the Medical Faculty of Budapest University, but her application was rejected under the Numerus Clausus Law. She then decided to go to America to study there, but could not obtain an entrance visa. Through some friends, she asked Deputy Haller to intervene on her behalf and he promised to get her an American visa for 800 pengoe. If he failed to obtain the visa, he said, he would return the whole amount within a month. then her application for a visa was refused, Miss Braver accordingly demanded the repayment of her 300 pengoe. After considerable delay Deputy Haller returned 200 pengoe, and she is now demanding the return of the remaining 600 pengoe. She is accusing the ex-Minister of fraud and unlawful detention.
