Sir Herbert Samuel, one of England’s leading statesmen and the first High Commissioner of Palestine, today accepted the presidency of the British Institute of Philosophical Studies in succession to the late Lord Arthur Balfour Lord Balfour was president of the Institute from its inception in 1925 to his death in 1930.
