The news that Captain Panisoara has not yet been transferred as a disciplinary measure, a transfer which was reported as having taken place in a statement issued by Undersecretary of State Tillea on June 22nd, and made known to the Jewish Telegraphic Agency by the Roumanian Embassy in Washington is occasioning surprise in leading circles here.

The question is asked whether Captain Panisoara and others implicated with him in the Bronstein torture are to be permitted to remain at their present posts of authority until the October trial and whether indeed the government plans to carry out its promise of disciplinary action before the trial takes place.
