The draft of an ordinance making more strict the responsibility of a publication for the use of any material which is likely to endanger the public peace was published here yesterday.

Under the new ordinance draft, the High Commissioner is authorized to suspend the paper for publication of such material. The courts further may prohibit the appearance of a newspaper for a period of three years as punishment for the publication of seditious or libelous articles.

All daily newspapers, including those already existent, must give bond in the amount of £150.

The editor of the paper is made directly responsible for what appears in the publication.
