Immigration to Palestine will be reduced if there is a reduction in employment openings, Sir Arthur Grenfell Wauchope, the Palestine High Commissioner, informed the Mandates Commission of the League of Nations, the minutes of the Mandates Commission reveal.
Immigration quotas are decided strictly according to the absorptive capacity of the country, the High Commissioner stated after Lord Lugard and Professor Rappard had urged the importance of keeping immigration into Palestine down to the limits of the country’s absorptive capacity.
Dealing with the question of public security in Palestine, Sir Arthur stated that the sealed armories which were issued to certain Jewish colonies for defensive purposes gave them a certain feling of security and it would be premature to make any changes in this respect.
Several questions were put to Sir Arthur about the recent Moslem Congress held in Jerusalem.
It was an Islamic World Congress, the High Commissioner explained and must not be confused with the Pan-Arabic movement.
The Congress has nothing to do with the Supreme Moslem Council, which is a Palestinian institution, he asserted.
As for the contemplated Arab University, he said it is his belief it would not be hostile to the Government nor hinder it in carrying out the Mandate.
The government did not, however, intend to grant a subvention towards the cost of construction of a University Building.
