A bill will be introduced by the government of Quebec at the present session of the Legislature to curb anti-racial or anti-religious attacks conducted by certain publications in the provinces, it was learned here yesterday.
Any individual, whose race or religion is attacked will be able to seek redress in the courts even if he personally is not attacked, according to the provisions of the projected measure.
The bill, it is understood, is aimed primarily at the Goglu publications which, over an extended period, have conducted a virulent campaign against the Jews on all sorts of pretexts.
The introduction of this measure is in fulfilment of the promise made by Premier Taschereau after Justice Desaulniers had ruled that he was unable to issue an injunction against the Goglu publications, because there was no law to empower him to do this.
Justice Desaulniers, in dismissing the plea for an injunction against the Goglu publications on September 13th, had expressed regret that the law left him no alternative but to do so and delivered at the same time a scathing denunciation of anti-Semitism.
This denunciation was concurred in by Premier L. A. Taschereau, who stated on September 15 that in his view the time has come for legislative action which will place papers under the supervision of the courts.
A bill for the curbing of anti-Semitic publications had been introduced at the last session of the Legislature by Deputy Peter Bercovitch, but was defeated.
