the High Commissioner and Governing body whereby the Commissioner is responsible to the Governing body, both constituting autonomous organizations. The Commissioner will submit periodical reports on the fulfillment of the task of guaranteeing minority rights, including the financial administration of the Governing body. This body alone will forward the reports to states which are likely to be able to assist in the action of the Commission.”

On the suggestion of England, the subcommittee also decided to request that the Council nominate for membership in the Governing body representatives of private organizations.

The resolution was passed unanimously, German delegates refraining from casting ballot.
