James G. McDonald, high commissioner of the refugee commission created by the League of Nations, will sail for Europe, tomorrow, on the Ile de France, he announced yesterday at the national headquarters of the Foreign Policy Association. Mr. McDonald has tendered his resignation as president of the Association but will continue as a member of the board of directors.
