The All-Biro-Bidjan Soviet Congress, which is to elect a government for the autonomous Jewish region, will meet on December 11, it was announced here today.
The Biro-Bidjan congress is to choose an executive committee, which corresponds to a cabinet, and is the highest power in the autonomous area. Chairman M. Heller of the temporary Biro-Bidjan government will preside over the congress.
