Haavara Tells of Palestine’s Reich Compact

Three new arrangements with the German government for facilitating the transfer of Jewish money from Germany into Palestine were announced here today by the Haavara, the organization supervising the Palestine barter agreement.

The new agreements provide:

1.—That special certificates be issued by the Haavara, with the approval of the German government, to Jewish capitalist immigrants from Germany, against the sum which they expect to take out. These certificates are to be recognized by the Palestine government as entitling their holders to enter Palestine under the category of capitalists possessing not less than five thousand dollars.

2.—That German Jews residing in Palestine and dependent upon income from pensions and rent in Germany receive their income through the Haavara.

RAISE CASH ALLOWANCE

3.—That German Jews desiring to come to Palestine as tourists be permitted to take with them from Germany not the limited sum of ten marks which is provided by the present exchange regulations, but a sum of five hundred marks, on condition that these sums are paid out to the tourists in Palestine by the Haavara from the barter accounts.

Making these new arrangements public, the Haavara has issued the following statement to the Jewish Telegraphic Agency:

“According to the practice, recently introduced by the Immigration Department, immigration certificates to immigrants of the “Category A” have been issued on the production of “Haavara” Certificates, showing that the applicants for the immigration certificates, showing that the applicants for the immigration certificates have an amount in their favor with the above company up to £1,000.

“By this arrangement German Jews are enabled to immigrate into Palestine as capitalists without being obliged to produce bank-certificates.

“The enactment of the German government which provides that a tourist may not take with him for traveling purposes an amount in cash exceeding ten marks has been a serious threat to Jewish tourist traffic from Germany into Palestine.

“This danger has been eliminated by the new arrangement of the Haavara (transfer) whereby it is made possible for every tourist from Germany to transfer an amount of 500 marks to Palestine through the Haavara.

DELAY AVOIDED

“According to the agreement made between the Haavara and the Palestine and Egypt Lloyd, it will no longer be necessary for the Jewish tourist to wait until the Haavara will have effected the realization of the amount transferred in his favor and he will be able to obtain the sum needed by him for travelling purposes immediately upon his arrival in Palestine. It is to be noted that this arrangement applies to Palestine only and that the above enactment remains valid in regard to other countries.

“According to recent arrangements there now exists a possibility for the Haavara to transfer to Palestine moneys representing pensions and rents on the revenue of which the owners are dependent on their immigration into Palestine.

“Without this arrangement pensioners and owners of rents from Germany who have immigrated into Palestine would be threatened by the loss of their only means of livelihood.

“As already announced the Haavara grants a right of priority in the order of the payment of moneys, transferred to clients of this category. This arangement, too, applies to Palestine only. As to other countries there is no possibility whatsoever to benefit from the pension or the annuity to which the person concerned was entitled in Germany.”
