The law, in ###ed six months ago and passed substantially as proposed, provides that immigrants to Brazil be admitted on the basis of two per cent of the total number of immigrants from each country in 1920.

Would-be Jewish immigrants are hard hit by the law, since Jewish emigration from Russia, Poland, Rumania and Germany was particularly small that year.
