The extent to which Jews are restricted in all phases of employment in Rumania is indicated in a number of protests lodged this month by the Union of Rumanian Jews against an order issued by the Minister of Industry aimed to bar Jews from employment in commercial and industrial enterprises.
The order clearly shows how the present cabinet, which consists of members of the Liberal party, is determined to discriminate against Jews in every walk of life. It is a terrific blow to numerous Jews in Bukovina and Bessarabia where the Rumanian authorities refuse to naturalize the Jewish population despite the fact that they have resided in these territories ever since their annexation by the Rumanian government.
The right of the Jews to work is also restricted by the “Law for the Utilization of Employment of Rumanian Personnel in Enterprises,” issued on July 16, 1934. This law provides as follows:
1. All economic, industrial, commercial and civil enterprises, without any exception, are obliged to employ eighty per cent Rumanian personnel and twenty per cent other personnel.
2. In the interest of the security of the state, the entire personnel, foreign and Rumanian, in all mining undertakings, metallurgical enterprises, capable of producing means of transport, armament and munitions, as well as the chemical undertakings producing explosives, and gases, and enterprises producing energy, is not to be engaged without the permission of a commission including a representative of the Minister of Industry, a representative of the Minister of Labor, a representative of the Minister of the Interior, a representative of the Prime Minister, and a
