Prince Loewenstein Offers Refugee Aid Plan

Prince Hubertus Loewenstein, former leader of the Catholic Centre Party in Germany, today proposed a new international refugee organization backed by individual countries and by the League of Nations.

The plans for the organization, outlined in a letter to The Times, would include the furnishing by the League of Nations High Commissioner for Refugees of passports and opportunities for work to refugees.
