J. H. Hertz, Chief Rabbi of the British Empire, yesterday held “the forces of the desert” responsible for recent disorders in Palestine in an address at the sixtieth annual meeting of the Anglo-Jewish Association.

He said that “the forces of the desert cannot long resist the forces of civilization. The progress of Palestine amazes its friends and confounds its enemies.”

Leonard G. Montefiore, president of the association, warned against “false hopes” that the Nazis in Germany, having removed the alleged predominance of Jews in certain walks of German life, would now permit the Jews to make a living unmolested.
