International consideration of the problem of surplus population was urged today by Titus Komarnicki, Polish delegate to the League of Nations, addressing a private opening session of the biennial meeting of the International Labor Office’s Migration Committee.
Mr. Komarnicki, whose proposal that the League aid emigration of 80,000 Jews annually from Poland is scheduled for consideration at the conference, said that before the World War European migration overseas totalled 1,400,000 a year.
Comparing pre-war and post-war migration movements, he said that the doors of many overseas countries were now closed and the countries of emigration were unable to finance the expatriation to other countries.
He urged international consideration of the following measures: public works, development of home agricultural industries and increased emigration, chiefly of agricultural classes. He pointed out that a large capital outlay was involved.
