Medalie Urges Special Courts for Youths

George Z. Medalie, former United States attorney, yesterday urged special courts for offenders 16 to 21 years of age in a report on the activity of the Jewish Board of Guardians, of which he is the head. He said the board had expanded its service to potential young delinquents 46 per cent since 1929.
