It is hard to see how the Palestine mandate can be executed unless the Arabs’ fear that political Zionism will reduce them to a minority is dispelled, the Royal Institute of International Affairs declared today.
In a paper entitled “Britain and Palestine” the influential organization said that the Arabs feared, not the Jews, but Zionism. The paper emphasized that it was “hard to refuse the Jews large immigration quotas when they are being banished from certain states and when they are prepared to bring their capital that means prosperity for themselves and others.”
It is equally hard, the paper said, to deny the Palestinian Arabs the self-government towards which neighboring countries are progressing.
Summarizing all plans proposed to solve the Arab-Jewish problem, the report concluded that they are all striking for the scarcity of comprehensive suggestions and, therefore, the report of the Royal Commission is being awaited with exceptional interest in England.
