“The German anti-Semitic policy has become one of the main hindrances to German international collaboration,” declares Frederick T. Birchall in a Berlin dispatch to the New York Times. “The Jewish persecution is important because as long as it persists German Jews will continue to try to leave the country with their possessions,” he states. “The value of their possessions is still estimated at between 10,000,000,000 and 15,000,000,000 marks.

“While such and amount of capital is seeking any possible outlet from the country, Germany cannot lift her foreign exchange restrictions. As long as she is unable to do this she cannot join in any movement for a freer international exchange of goods and money.”
