A MEDICAL DECREE HAS BEEN DRAFTED BY THE MINISTRIES OF JUSTICE AND SOCIAL WELFARE ONE OF THE EFFECTS OF WHICH MAY BE TO DEPRIVE JEWS ENTIRELY OF THE RIGHT TO PRACTICE MEDICINE IN AUSTRIA.

THE DECREE CONTAINS A CLAUSE PROHIBITING A DOCTOR TO SET UP PRACTICE UNLESS HE POSSESSES A CERTIFICATE SHOWING HE HAS WORKED AT LEAST ONE YEAR IN A HOSPITAL. SINCE JEWISH DOCTORS HAVE NOT BEEN ADMITTED TO AUSTRIAN HOSPITALS SINCE 1933 THEY WOULD BE EFFECTIVELY BARRED FROM PRACTICE. THE DECREE WOULD PERMIT ONLY PHYSICIANS WITH AUSTRIAN DIPLOMAS TO PRACTICE IN THE COUNTRY.

THE GOVERNMENT HAS PROHIBITED THE ESTABLISHMENT OF A SOCIETY FOR THE AID OF RUSSIAN JEWS UNDER THE AUSPICES OF ORTHODOX JEWS ON THE GROUND THAT AN INFLUX OF RUSSIAN JEWS INTO VIENNA COULD BE EXPECTED IF SUCH A SOCIETY EXISTED.
