The League of Nations High Commission for Refugees Coming from Germany is interpreting its instructions from Geneva as applying only to refugees from the Reich proper, and not including Austrian expatriates.
Whether Austrian refugees will be placed under the aegis of the High Commission, which is headed by Sir Neill Malcolm, depends on the decision of the League. The Council is expected to decide at its session next month to extend the commission’s authority to Austrian refugees, but it is not clear whether the Assembly’s consent is also required.
Meanwhile, Austrian refugees applying to the commission for assistance are referred to private relief organizations. Whether Austrian refugees are entitled to the benefits of the provisions of the International Convention on the Status of German Refugees will be decided by the individual governments.
