Practical aid, not charity, is what the Jews of Eastern and Central Europe are asking for, Col. Joseph H. Levey, acting president of the British ORT, said in an address today at a luncheon held in his honor in the Empire State Building. Training in agriculture and industry they feel, he said, makes it easier for them to emigrate and to earn a livelihood either in new lands or in their present countries. One hundred persons attended the luncheon. B. Charney Vladeck, national chairman of the ORT drive, presided.
