The government today took measures to prevent “foreign” Jews ordered to leave the country under the new racial decrees from smuggling their capital out with them. Under the racial decrees issued Sept. 1, all Jews settled in Italy after Jan. 1, 1919, must leave the country within six months.
Today’s measures require all Jews falling in this category to obtain a financial “bill of health” through the intermediary of the national institute of exchanges with foreign nations. The bill of health, which will be in the form of a statement of financial condition, will require the holder to declare he has no contracts for the transfer, of currency or export credits with persons residing in countries with which Italy has clearing agreement or exchange compensation arrangements.
The declaration, which is to be handed over to Italian authorities at the point of departure, can be obtained upon application from the bank of Italy or through authorized local banks. The declaration must also specify the location of the port or frontier where ‘ the foreign Jew will leave Italy.
