The talks of George Rubles, director of the Intergovernmental Refugee Burean, with Reich officials were not completed tonight, as expected. Another conference with Dr. Helmuth Wohlthat, ministerial director of the Economics Ministry, will be held tomorrow, which is expected to be the final one.

Meanwhile, two developments indicate that the Nazis are pushing forward with plans for a final drive to rid the Reich of “non-Aryans.” First, the sweeping reorganization of Jewish welfare and emigration activities, centralizing the authority of the semi-autonomous Jewish communities in a single central organization known as the Reichs Union of Jews in Germany, was officially approved. The union will be financed by regular collections from members, with a possible initial capital levy on richer Jews. The union’s activities will include emigration, preparation for emigration and welfare financing and management.

Secondly, unconfirmed reports state that the move for creation of a totalitarian Jewry will be complemented shortly by the creation in Berlin of a central State Emigration Office for Jews with exclusive powers to issue passports, financial clearing papers, etc.
