A declaration addressed to democratic parties and organizations in the 21 American republics calling for unity in defense of democracy, a fight against racial, political and other manifestations of Fascism and a boycott of the products of all totalitarian nations was being drafted today by the Committee on International Affairs of the Inter-American Congress of Democracies, which represents liberal, radical and labor organizations from various countries of this continent.
(The New York Times correspondent in Montevideo said police authorities threatened to close the congress if delegates did not comply with the prohibition on utterances for or against the government of any country, as specified in the police permit for the parley. As a result, the congress decided to achieve as much as possible at private committee meetings, behind closed doors.)
