An office to handle arrangements for the 21st World Zionist Congress, beginning here Aug. 16, has been opened under the management of Aaron Mechner of Tel Aviv. Dr. Franz Kahn, who headed the Zionist Congress office for years, was unable to leave the Palestine office in Prague.
