Representative Samuel Dickstein (Dem., N.Y.) introduced a bill today making it unlawful for any person to appear in a public place or to assemble for drilling or training while wearing the uniform, or any distinctive part of the uniform of the military, naval or police forces of a foreign country.

The bill also makes it unlawful for any such person to engage in or imitate the drills, formations, salutes or other distinctive practices of a foreign government. It also forbids the renting of halls for meetings of persons so attired.

The measure exempts the military, naval, police or other official forces of foreign governments lawfully in the United States, as well as actors, Boy Scouts and military school students. It carries a $5,000 fine and a two-year prison term for violations.
